Concealed Firearms
The General Assembly passed House Bill 89, which authorizes the
carrying of concealed firearms on public transit, in restaurants
that serve alcohol, all parks, allows for firearms to be located
anywhere in a vehicle, arms constables in courthouses, shortens the
timeframe for Probate Judges to issue concealed weapons permits, and
removes prohibitions on allowing firearms in employee parking lots
unless the employer specifically objects. The final version of HB 89
has the effect of authorizing concealed carry permit holders to
defend others in public places. HB 89 awaits the signature of the
Governor, who has until mid-May to sign or veto the bill and has
indicated that he is awaiting further input from the public before
making a decision.
While the DHCA has not adopted a public position on the matter, we
urge all interested residents to call Governor Perdue's office at
404-656-1776 to register their opinions on this important and
far-reaching legislation.
Chelsea Heights Character Area and Guidelines
In order to combat unwanted, high density development in the Chelsea
Heights neighborhood, the DHCA and residents of Chelsea Heights
retained Dale Jaeger, the author of the original Druid Hill
Character Area and Guidelines, to prepare a separate character area
and guidelines for Chelsea Heights. These Guidelines, distributed to
the neighborhood and the DHCA, met with considerable dissatisfaction
primarily because they were regarded as too restrictive. We have
revised those Guidelines, and a copy of the draft revised Chelsea
Heights Character Area and Guidelines is attached. Please review
them and let our local representatives know of any constructive
comments or criticisms you may have. Please call Steven Misner (404
373-1523) with any comment or questions.
Once we get a consensus of the DHCA, the DeKalb Historic
Preservation Commission and the neighborhood, we plan on submitting
them to the HPC for adoption.

The Druid Hills Civic Association was
founded in 1938 to preserve the Druid Hills neighborhood in
Atlanta for high quality residential use and to protect the
unique heritage of the area. The Association carries out
these responsibilities by exercising vigilance in zoning
matters, maintaining a liaison with local governing bodies,
informing the citizens of community problems, and promoting
the general welfare of the community for the enjoyment of its
residents today and in the future.

Druid Hills Home and Garden Tour & Artist Market
We would like to thank the volunteers, patrons, artists and
organizers for making this year's Druid Hills Home and Garden Tour &
Artist Market a huge success! We could not have done it without all

- DHCA Opposes change in Emory Village alcohol sales
On Nov 14, 2007, the DHCA Board of Directors voted
overwhelmingly to oppose the proposed Emory Village Alcohol
Ordinance. This ordinance would eliminate all distance
requirements related to schools, churches and residences, and
would make all properties within the Emory Village Zoning Overlay
eligible for on-premise sale of all alcoholic beverages. It would
also allow sale of beer and wine for off-premise consumption.
